I know this sign looks absurd but there's a very dull explanation. The bunker is near my home town (Brentwood). About ten years ago, it was opened as a tourist attraction – hence the roadsign. It was built in 1952 and it's where the government would have relocated to if there had been a nuclear war. It had everything the "powers that be" needed to survive for months and monitor fallout. It all seems a bit pointless as the rest of us would have frazzled and they'd have had no one left to govern. Never mind!
