Is it really that bad?

In Reading there are a few junctions where you have to do this to get a green light as the induction loops are not sensitive enough to be triggered by bicycles. Then you have to wait until a car comes up close behind you to trigger them. Also, not signalling is debatable as long as he checked the traffic, two hands on the handlebar, especially when you're braking, can be advantageous.

True. I think he's mainly over the line because his strangely executed U-turn landed him there, rather than that it's a dangerous junction to pull away from. It even has a special cyclists-only box, as you can see on Google Streetview

I just don't think it sets a terribly good example.

Also, from checking the rank insignia, I believe he's a Super-intendent, or thereabouts, so I expect he'd know better.

Still he's waiting for green and not riding on the pavement or the wrong side of the road, pretty good for a London cyclist. He is where I would be if wanted to turn right.

More importantly: why does he not have a rear mudguard? Perhaps it fell off and he had to perform a U-turn to pick it up.

They've got half a wheel over the white line as well. They should all be sent be send to proper bicycle school.
